This has been going on for quite a while where games will stutter very badly causing an unplayable gaming session.
My Specs:
Asus Maximus IX Apex
I5 6600K (Not overclocked)
HyperX Fury 16 GB (2X8) @ 2133 MHz
Corsair H115i PRO
Strix GTX 1070 OC (Not overclocked)
Corsair HX 750i
Samsung SSD 850 EVO 500GB
Samsung SSD 840 EVO 250GB
WDC WD2003FZEX-00Z4SA0
Samsung SSD 850 EVO M.2 250
Windows 10 Pro
Initially I factory reset my PC (keep all my data) to see if that will fix the issue but that didn't do anything, so I did it for the second time and completely wiped all the data from the drive and re-installed everything from scratch (including drivers and windows etc.).Now I have all the latest drivers and updates and yet the problem still exists. No applications are running in the background when games are being played. I have tried to use Geforce Experience to automatically optimize all the graphics settings but this didn't have an effect.

It is not only GTAV that has a problem with stuttering, it is also black ops three as well. I have zero idea what is making the games stutter.
