Stuttering in games .Low gpu usage

I have fx 6300 and gtx 1050 ti .I think that my cpu bottlenecks my gpu , am I right ?I get stuttering and fps drops.My cpu is around 63 oC and its usage is 90%-100% while my gpu is only 50%.I play gta v on high-very high and bf1 but with mesh quality ,post proccessing ,lighting and effects on medium .I get stuttering in both of them and generally in most of my games.What can I do?I thought that my cpu wouldnt bottleneck my gpu.

Even on low setting I have slightly stuttering
