Question stuttering in games with dips in frame rate

my rig is like 1yo .it has following parts:
cpu:i5 8400
motherboard : msi b360m mortar
ram: huperx fury 2666 4x4gb
gpu:msi gtx 1070 gaming x
psu: corsair cx600 (green)
hard drives:total 4tb
WINDOWS 10 64BIT
gameplay goes fine untill suddenly I get a lag spike which my fps goes 0
clean windows install.......done
updating drivers.......done
ram check......done
disk check......done
even deactivated bit defender
and tried intellegent standby cleaner app which sometimes helped and other times didn't...
I thought of buying a new psu but not sure if it is the problem....


Help me guys xD

Download HWMonitor, run it while playing a game and check your cpu temps, gpu temps and hard drive utilization, also have you tried using another hard drive to rule out if it's you're current one?

for temperature everything is cool...both cpu and gpu temps are less than 70c
I ran the most intensive game I have which is assassin's creed origin
still happens also with games of high frames as cs go and league of legends
CPU usage went 100%
GPU usage was variable but at sometimes it went 0% and GPUclock went 0
disk usage was 91% at max
I would mention also that the gpu is overclocked with msi afterburn scanner
power limit set 110%
max voltage is 1.065
memory speed untouched
core reaching 1965
core voltage +15%

I will try also to reset to factory clocks

GTA V starting with frame rate 80+ and starts dipping by time reaching 58 and GPU temp was around 65c other possibility is GPU ram....could be needing new pads or something? Or if they heat GPU temp would look high?

well, updating my issue:
Issue seemed CPU dependant caused by windows spectre-meltdown patches
I just have disabled both by the official tool and no longer have those moment in ac origins where it freezes and works again
it's understandable if your CPU gives you lower fps but it's really weird when I started having those moments where it actually freeze for a sec or 2
I see one of two options either upgrade my CPU and keep patches or just keep disabling them and risk security and been thinking alot of upgrading but I just dun wanna keep spending for no good reason



What do you think guys?

might just need to wait, sound like the next windows update should fix the issue.
I also play csgo 240hz so I starve for fps at some points where it dips to 160-180. I'm keeping myself positive... am already stuck to b360 and honestly I dun see upgrading to a locked cpu is a good investment despite good i7 8700 performance.
on other hand parts still retaining its value. I might be good going for ryzen 3000 if they provided competitive performance (despite csgo always been better with intel)
If they fix it as they promise it might give me more time thinking about next upgrading options
