Question Stuttering in games with high fps

Hey there! I'm getting stuttering problems even though the FPS in games is fine. It feels like i have 30-40 fps (even though i usually have above 180). I noticed that if i restart my PC everything is gonna be good, but then after some time i get this kind of problem again, so I decided to restart my pc. After that i started the game just to see if it's gonna be smooth (it was), then i basically left my PC on and went to sleep. After waking up i decided to see if it's gonna stutter again and yes, it was.

What i noticed/tried:

1. The temperature is basically always the same (before and after lags)
2. I've scanned for malware by using windows defender, dr web scanner and malwarebytes. Everything is fine.

Can you guys please help me to solve this issue? Thank you in advance!

GeForce RTX 2080 Ti
Intel(R) Core(TM) i9-9900k CPU @3.60GHz
15.93 GB RAM (single stick)
Asus rog maximus x apex
1920 x 1080, 144Hz

No one really knows anything? After playing a little more, i noticed that it's gonna start to lag after a few hours or maybe even less. I don't even have to play before lags.. For some reason no matter what i do it's gonna start to lag automatically after a few hours of having my PC on. The restart/reboot of my PC which lasts 10 seconds max helps to fix it temporary.
