Stuttering in games

Hello, I have been experiencing stuttering in many games, for example: Far Cry 4, Assassins Creed Unity, Payday 2, Dragon Age Inquisition. The stuttering occurs when entering a new area or quickly turning around. What I mean by stuttering: the fps goes to 1-2fps for sometimes half a second, or quarter of a second. For example in far cry 4 no matter the settings the stutter still occurs. I DO not play on 1080p, my monitor is old syncmaster 740N which has 1280x1024 @60HZ resolution. Even NBA 2k15 stutters.
My PC specs:
CPU : i5-2500 (does not overheat)
GPU: HD 7850 OC 1GB GDDR5 (does not overheat)
RAM : 6GB (does not overheat)

PSU: 500W with 36A on +12V rail
I do not manually overclock any of these components.
 
Solution
I think it's caused by high-rez textures loading into your VRAM. The 1GB of VRAM is probably the culprit. To test: Find a game/area that you know causes the stutter. Turn your texture settings for that game down to minimum and see whether it still stutters.

I have this problem with FarCry 4 and turning the textures down fixed it. Some people have reported that installing the game on an SSD helps. I'm going to try this later.
