I'm stuttering in games, PUBG (expected), Far Cry 5, Hitman, Need for Speed Payback, Assassin's Creed Origins, Wolfenstien The New Colossus. Drops into the 10-1fps region and it happens randomly.

Drive : SanDisk 240 GB/Seagate 2TB 7200 RPM.
OS : Windows 10 Home (Latest Version)
CPU : Ryzen 1600 (OC'd to 3.6 and H100v2)
Mobo: GA-AB350-Gaming 3 (Latest BIOS)
RAM : G.SKILL 8GB (2 x 4GB) TridentZ(@ 3000Mhz)
GPU : EVGA GTX 1060 3gb Sc
PSU : EVGA 430 W1
Monitor: Acer KG240 144hz 1920x1080
--- What I've Tried ---
1. Running optimized defaults on motherboard.
2. Updating newest drivers.
3. Updated BIOS.
4. Playing on Lowest Settings.
5. Monitoring on MSI Afterburner to see if bottleneck(Couldn't figure out)
6. Installed CPU chipsets.
Other Notes:
Can the motherboard be a problem? I got it open box at micro center and think that may be causing issues, as I can easily replace it.
Anything more information that is need I will gladly provide, as I have been dealing with this for a long time.
