stuttering in some games

I've recently built a budget gaming computer two months ago..here are my spcecs

i3 3220
sapphire hd 7870 xt
asus p8b75m-lx
seasonic m12ii 500w
wd caviar blue 500gb
8gb corsair vengeance 1600mhz

I never really overclock any of my component...The temperature of my gpu , cpu and hard drive seem to be fine even when gaming and also i had already uninstall and install my gpu drivers about 2 times...My gpu clock and memory speeds seem to be very stable..the issue is that when i play some games like blacklight retribution it seem to stutter at a certain point(for example if i use the blacklight it will stutter but if i don't it does not stutter and run very smoothly at all times)...My cpu usage seem to be 60 to 80% when playing games....I would like to know if cpu usage affects the stability of a video card usage and also if my i3 is causing the stuttering..

I think your Cpu is definitely bottlenecking your pc, your i3's structure is too old and out dated it would be terrible for gaming. What games are your playing and i think you should get a different cpu so i could find you a cheap but better one, whats your budget?
 


i am currently saving up for a i5 3470
 
For at most $20-$30 more from the i5 3470 i would get the i5 3570k, this cpu is the best i5 processor for gaming with outstanding performance. It is also over-clockable if you want to go down the road in the future. Can you please tell me what games you are playing?
 


i am currently playing any source game u can mention(e.g. cs go , tf2 , dota 2 ) and unreal engine games ( blacklight retribution , borderlands 2 , dishonoured) and battlefield 4
