Stuttering in total war warhammer

I am playing warhammer on a laptop with an i5 4210u, 8gb of ram and an 840m. The fps I get is totally fine and it will commonly be around 90-100 zoomed out of fights. Yet there is a persistant stutter that no matter the fps makes it allways feel like i'm playing at 15fps or so.

Any ideas on the problem?

They seem to be 60 but let me get back to you on that in a little, i'll do a battle and see how they go after a little while.

Okay so I think it's fixed now. I changed it to windowed mode and it seemed to normalize the fps. It now only seems to sit around 20's but I find that much more likely than around 90-100 even on low settings for a fairly low end laptop. The temps maxed out at 68 for the cpu and 67 for the gpu.
