Stuttering issue on New comp

I am having issues with graphical stuttering while playing games. I will be running a perfect 60 FPS and then all of a sudden the game stutters(not sure what to call it). it is very brief, but frequent enough to be very annoying. Happens in more then one game, diablo 3 and Starcraft 2. I am running a geforce 660 and i5 4670, also running my games off a new SSD. I have tried installing older GPU drivers etc.. If it would help I could post my dxdiag repor here.

Check with an offline game to see if the problem persist.
