[SOLVED] Stuttering issues, CPU or GPU?

Ok, i'm not very knowledgeable with these type of thing so i'll say what i know of my issue.

When playing any type of game i'll get a random stutter and my screen would freeze for a good second, i won't be able to move my mouse or do any action. This stutter also happens when i'm on my main desktop not doing anything, i'll be moving my mouse around and the cursor would freeze and after a second it'll skip to the location i was originally was going to move it to.

My cpu is a i5 4590 and my gpu is gtx 960 2gb.

any ideas? If you need more information go ahead and ask.

If you're using USB mouse try switching USB port (for power delivery and positioning if wireless mouse), and USB selective suspend is disabled in windows power plan (double check even in windows high performance mode), if it's a wireless mouse looking for best port for optimal radio reception could be very helpful.

The main two games i play are league of legends and Guild Wars 2, which happen on both. With league of legends it'll always happen as soon as i get into a game and walking around. Same with Guild Wars 2. I can't give accurate statement on the temperature but i don't do much on my PC as soon as turning it on other than play those 2 games. I will check the temps next time i game on it.
 

What HDD are you using, and what are the HDD sleep timeout settings (located in the advanced power options)?

What you're describing is exactly what happens when Windows needs to access the pagefile, and the hard disk has gone to sleep (spun down). Windows considers the pagefile part of memory, so stops anything from happening until it can access the pagefile. Which means freezing everything, even the mouse cursor, until the disk spins up to speed and the computer can retrieve the pagefile data.

Easy fix is to increase the delay until the drive goes to sleep, or disable sleep it entirely. (WD Green, Blue, and SSHD drives have a separate issue which can cause a similar problem, but more frequently and shorter duration.)

I am using TOSHIBA DT01ACA100, and the sleep timeout settings are currently set on balance which is 20 Minutes.
