My computer started to stutter back in Jan but it was rare when it started. It's been getting to the point where I needed to restart about eight times a day (force reboot).
This didn't happen when I was gaming. It would usually happen when I am using the internet browser. But these days it's starting to leak into games as well. Also when I restart my computer (force reboot and normal restart), it takes some time for the password input to appear on my screen after I press enter.
Here are some of the things I have done to try to fix the issue.:
I tried the HPET method because I posted on the Microsoft forums but that was no help. They were either unresponsive when the issue wasn't resolved or someone who is replying to me wasn't even helping me to resolve the issue. They were just posting random messages to see if I 'tried this or that'.
I really need help with this. I don't know what to do anymore... I would really appreciate help from someone who has had this issue or knows how to resolve this issue.

Here are some of the things I have done to try to fix the issue.:
- I monitored all my hardware. From CPU, RAM, both of my NVME. I saw CPU spiking on load and voltage when the stutters begin.
- I changed my NVME. I got a second NVME to reinstall my OS into and use my old NVME as game install. I was still getting issue.
- Formatted multiple times. Didn't help.
- Changed out my RAM to see if that was the issue. The problem persisted.
- Completely wipe my system of my GPU driver and reinstalled it. I unintalled Radeon software and reinstalled just the GPU driver. Didn't help.
- Checked my harddrives for their read and writing. There was no errors noted.
- I bought WebRoot to see if there was any viruses or other things that could be affecting my comp. Computer is clean.
- I disabled HPET. This seemed to have helped for about 24 hours before the stutters came back.
- I enabled the HPET again. The frequency of the stutter is still low but it still does happen (a achieved this with CMD and did the platform clock command that synced the clock. from my understanding that is. I could be wrong. please let me know).
- Re-updated BIOS.
- Checked to make sure that I was using all of my RAM and checked the speed it was at in BIOS.
