Question Stuttering/low fps no matter what graphics card I use!

For the past year I’ve been using a RX 580 4gb card and have been experiencing stuttering/lag/low fps. I decided the card was probably bad and decided to upgrade to a GTX 1660 super 6gb card. However, I am still experiencing these issues and I’m unsure what is wrong with my pc. Any help?

Specs:
R5 3600
GTX 1660 Super Gaming X
16gb Corsair Ram
B450 motherboard
500gb M.2 and 1tb HDD
750w Power Supply

What is the mobo make/model #
What BIOS version on the mobo?
Is this online/multiplayer gaming, or offline/single-player gaming?
How often are the stutters/lags?
Are you hardwired to the router, or using WiFi?

The mobo is the Gigabyte B450m Gaming.
The BIOS is the latest as I updated recently.
The Stuttering/fps drops happen on both single player and multiplayer games.
The stutters/fps drops happen every 1 - 2 seconds in game.
And I’m using an Ethernet cable that is connected to the router.
