Stuttering most of the time, for about 3 4 seconds

Hello guys, Ive had problem with PC freezing then restarting randomly due to some graphics drivet error. However once I go5 that fixrd, whenever am playing youtube video or gaming or even normal usage PC tends to stutter for about 2 3 seconds depending on the load/usage. If am gaming (cs go) my fps from 350 drops all of sudden to 30 or even 20 then comes back up after 4 5 seconds. Any idea why is this happening? I reinstalled windows, updated driver everything. Also blive noticed thst cpu ends up in 100% whemevr I open any high load apps, could that be the reason? Any suggestion?

Windows 10 (happens in Win 7 as well)
GTX 1060 3GB SC.
500W EVGA PSU.
I5 6400
8GB RAM (Samsung)
500GB Evo 860 ssd Samsung

Best guess is you need more RAM. You are likely using all of your RAM causing the computer to offload to pagefile on your SSD. Do you have 1 stick of RAM or 2?

2 stick. 8GB Samsung RAM. The RAM usage is always below 3GB. What do I do now?
