Question Stuttering on 4090 build ?

Hello everyone, so i've been having lots of issues with stutters on my 3months old computer. Im unaware as to what might be the problem but i'll list a few things i've tested and what i've tried.

Specs:
CPU: Ryzen 7950x3D
GPU: ASUS RTX 4090 24GB OC Version
Motherboard: Asus ROG Crosshair x670E Hero
Ram: G.Skill 32GB (2x16GB) DDR5 6000MHz CL30 Trident (30-38-38-96)
PSU: Seasonic Prime TX 1300W
Harddrives:
1st. M.2 1TB (Windows Disk)
2nd. M.2 2TB (Random junk atm)
3rd. HDD 8TB (Games and Some programs)

I currently have the lastest Windows 11 version, latest graphics drivers, latest chipset driver, latest bio update (1516), latest Xbox game bar update. And yes Windows game bar is on.


The weirdest thing is that the stutter is totally random. The FPS is solid at all times.

1. Reinstalled Windows 11.
2. Reset bios settings to Default.
3. Change GPU power cables to CableMod.
4. Uninstalling GeForce Experience.
5. Tried uncapping fps, I always limit fps to 300 or to screen refresh rate.
6. Tried multiple graphics drivers the last 1.5 month.
7. Tried with fTPM disabled in bios.
8. I have the the computer on performance mode in Windows.
9. Tried disabling CFG (Control Flow Guard) in Windows.

Probably more things that i've forgotten.

So i think i solved it, but not 100% sure yet. I haven't played enough to make sure. Played maybe 10minutes.
But what i did was disable Hardware Accelerated GPU Scheduling (H.A.G.S) in Windows.

I’m having the same issue Ryzen 9 7950x3D 4090 Strix, ASUS x670E-F Rog strix

Having the same issue microstuttering in every game
