Question Stuttering on a new pc

Severe stuttering on a new pc.
Hello to all.
I built a pc less than 2 weeks ago. From the first moment the pc performed poorly, almost all games have severe stuttering .
I thought I could solve it, I have been informed with youtube videos, discord groups and none could give me a solution.
I have done everything. Reinstalling drivers, reinstalling windows, optimizing to the maximum windows and amd application, updating bios, etc..
For me the big problem is that all benchmarks indicate that everything is perfect, and I say it is a big problem because when I see that everything is fine, I do not know what is wrong.
Please I would be grateful if you could help me.
My specs:
Mother: Asrock x570 pro4
Gpu: asrock radeon 6700xt 12gb
Cpu: ryzen 5 5600
Ram: 8gb kingston fury beast 3600 mhz rgb . 16 gb ram all
Ssd: hikvision nvme 516gb
Dissipator: deepcool ak 400 white
Power: thermaltake smart bx1 750w 80 plus bronze

Did you check temperatures with HWInfo? Could be CPU theottling. Are all drivers up to date? BIOS? Hardware Acceleration on or off? V-Sync?

Fist thank for answer.
Temperatures are fine. Hardware acceleration enabled.
Free sync enabled, I've tried with disabled and nothing.
There are games that are already stuttering when entering. The clear example is mush dash, game that does not ask absolutely nothing and I go with stuttering in the menu.
