Question Stuttering on a newly built PC.

Hi. I have a newly built pc. All parts are brand new. So I've updated the bios, installed and reinstalled windows, downloaded the latest drivers and tried older driver but I'm still experiencing stutters when I am playing Asseto Corsa EVO. Here are my components:

Mobo: Gigabyte Aorus x870e Pro
GPU: Gigabyte Aorus Radeon 9070 XT
CPU: Amd Ryzen 9800x3d
Monitor: TCL 55c655 144hz qled pro
RAM: XPG Lancer 32gb CL30
PSU: NZXT C1200 PSU ATX3.1
Storage: Lexar NM790 1tb, Adata Legend960 1tb

AMD Expo turned on at Bios.

I also tried turning down all graphic settings but still get stutters like when I reach a certain point in a track.

BIOS version for your motherboard?

installed and reinstalled windows
What OS are you working with? Did you install the OS in offline mode, manually installing all drivers with their latest versions in an elevated command(assuming you're on Windows OS), i.e, Right click installer>Run as Administrator?

downloaded the latest drivers and tried older driver but I'm still experiencing stutters
Did you use DDU to remove all GPU drivers(Intel, Nvidia and AMD) in Safe Mode, to manually install the latest GPU driver sourced from AMD's support site in aforementioned, elevated command?

You should also disable the iGPU in BIOS prior to running DDU.

If it's just in one game and not others then nothing is wrong with the PC.
Could be a driver issue since those are new video cards.

Edit if it's still in early access and not officially released yet then it could just be a game problem.

Yes Sir. Bios updated to F4. I used DDU. Uninstalled in Safe Mode and download drivers from AMD. I've disabled the iGPU too.
