Stuttering on decent gaming PC GTX1070

Hello,

I recently built myself a new gaming rig and have been experiencing bad stutters in all games. Really hope someone could help me out.

Frustrating to have just spent over 1400 dollars with this level of performance

Just Cause 3 works fine except with rain effects. It's pretty bad with GTAV and Ryse Son of Rome. Geforce drivers up to date. V sync on always. 60hz monitor so FPS capped at 60. The problem occurs even with very minor fps drops, like 1 to 2. Tried using different vsync options from Nvidia Control Panel, but issue persists. Lowering graphics settings does not help either. Temperatures, resource usage parameters etc are fine.

Specs are as follows:

Intel core i5 6600k processor
16 GB Corsair RAM DDR4 2400 Mhz
Asus Z270k motherboard
Gigabyte GTX1070
650w power supply
Samsung display 1080p 60hz model no S27D590
Windows 10 pro 64 bit

HELP PLEASE!!!

P.S. Using a PS4 controlley through the DS4 windows utility

OS installed on 128 GB SSD, WD
1TB hard disk Seagate installed
 
Open up your Resource Monitor and keep an eye on it, Maybe it's some sort of program/process using an excessive amount of CPU/Disk usage or RAM.

To open the Resource Monitor, Hit Start and type "resmon.exe" in the Search bar.
