Question Stuttering on new build with a Ryzen 7800X3D and a 4080 Super ?

Hey guys!

I just built a PC with a Ryzen 7800X3D and 4080 Super GPU.
I’m getting high FPS in games, but I experience sudden stutters every 5 seconds or so.

I've tried:

• Reinstalling Windows
• Reinstalling AMD/NVIDIA drivers
• Undervolting
• Resetting BIOS
• Updating BIOS

Nothing has worked so far. How can i troubleshoot and fix this?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
