Question Stuttering on rx 6900 xt

So I recently got a rx 6900 xt and I have been getting stuttering ever since. What happens is when I use vsync which caps my frames to 144fps, the frames go from 144 to 138 no the matter the game no matter the settings. I have tried everything, ddu new drivers new bios uninstalled reinstalled windows, upgraded to windows 11, set a frame limit in adrenaline, turned freesync off, turned resizable bar off, anything you can think I did also reseated everything. today when going to game I saw the Qled on my motherboard was white which indicated something with the gpu so I reseated the gpu and it went away but when booting up I saw on the motherboard bios screen some artifacting but have not seen it since. I ran 3d mark fire strike (38,111) and 3d mark(16,792) which both came back normal. temps are fine and honestly I give up on trying. Also another to mention my pc has been giving off some strong plastic smell.

try this step by step in order (read till end):

• Disconnect from internet
• Uninstall every gpu driver using DDU (clean and do not restart, also tick all option in Nvidia and AMD option in the ddu settings before doing so).
• Uninstall all the processors (is a must, should be 16 on yours since it's 16 threads, also when it asks for restart, click on no and keep uninstalling all processors) on device manager like this:
  
  
  
  
  
• Uninstall AMD Chipset Software in control panel (if there is none, skip it.)
  
  
• reboot the PC to bios, disable AMD fTPM and secure boot (if enabled by default), save and exit, go to bios again, flash the bios to the latest, go to bios after finished updating, then load default or optimized settings, enable fastest xmp profile and PBO, then save and exit.
  
  Optional: disable CSM, enable Above 4G Decoding and Resizable bar option (these 2 options wont be available unless CSM is disabled).
  
  
• if successful, boot up to windows and install the latest Chipset driver (should be ver 5.02.xx as the time i write this), then reboot.
  
  
• Install Install latest radeon driver, reboot, and then connect to internet.
  
  *do this all offline until reboot after installing chipset driver, also you may reboot to bios after all of this to set the XMP (and previous settings you did). Download needed files (highlighted word) before doing step 1, do the step by orders.
  
  
• Run cmd as admin, then do chkdsk /x /f /r, after that do sfc /scannow
  
  
• And check windows update if there is any and install them (except optional update).
  
  
• Make sure the psu connected to the gpu is 1 pcie cable per 1 slot (use main cable, not the branches/split) like this:

Hello, thanks for posting this. Is it okay you use 2x dual connectors or should one purchase 2x single connector PCIe

always do 1 pcie cable per 1 slot for best results
