Stuttering pc problem

My pc has been stuttering on games and I don’t know why, it mostly happens when I play games like rust. No matter how low I put the settings it stutters. My brother’s pc runs the same games at a steady 10 fps higher and his frames barely drop where as when I look in a different direction my frames will drop from 90 to 40 even though my build has newer/higher end components. This is my build:

Zotac 1070ti mini (overclocked to +150mhz gpu clock and +290mhz memory) gpu

Amd Ryzen 5 1600 (overclocked to 3.8ghz at 1.3125 volts with stock cooler) cpu

G skill Ripjaws ddr4 2x8 2400mhz ram

Asrock ab350 pro4 motherboard

Corsair cx550 power supply

128gb ssd storage

1tb hdd storage

Found out the problem, I turned on osd for gpu usage and it was only maxing out at about sixty percent. I went into windows power management settings and turned it from balanced to performance and turned pcie power settings off. Now I'm getting usage more in the 70 to 100 percent range.

Try increasing temp and pwr limit to max.
Seems the gpu clock doesnt dip -------_----- ( example).
Does the gpu require 6pin or 8pin?
Also try other cable for gpu if you have the pcie connector for powering it.

How is the card behaving if you dont overclock?
Sometimes the memory overclock can do that.
 
I put the settings back to stock and I didn't see any difference in performance and the stuttering is still there, also it is hooked in with the pcie cable and it requires an 8 pin connector (which I am using). Btw I recently swapped a 1060 3gb card which was having the stuttering problem with the 1070 ti in the hopes that the problem would be resolved which obviously didn't solve the problem.
 

I haven’t touched anything with the ram and the max temp for the cpu that I’ve seen said 65 degrees but as I increased the voltage the temp reading hardly changed even from 1.27 to 1.35 volts with the stock cooler the temp changed by only about 2 degrees so I’m worried that the temp reading isn’t showing the correct temp.
