Question Stuttering plus buzzing sound ?

i have switched from a GTX 1660 to an RX 1670 GPU
however occasionally most times when loading from kill cam or switching from browser back to game it stutters and makes audio buzz
I've tried uninstalling my audio drivers but didnt fix the issue but the more i think about it more i think its my HDD but i could be wrong.
specs
CPU: 15-9400F
HDD: Seagate Barracuda 1TB
Ram : Team Group Inc. TEAMGROUP-UD4-3200 2x8GB

Not games. It happens when I am watching any full-screen video.
