Question Stuttering problem that has not been solved for 3 years

First of all, I'm sorry my English is not very good.

My computer hardware properties:

- Ryzen 7 5800X3D
- Asus TUF Gaming B550-Plus
- Zotac Nvidia Geforce Rtx 4080 Trinity
- Corsair Vengeance RGB RT 32 GB (2 x 16 GB) DDR4 3.600MHz C16
- Kingston KC3000 1TB
- SanDisk Ultra 3D 1TB
- Arctic Liquid Freezer II - 360 A-RGB
- MSI MPG A850G 850 W 80 PLUS GOLD
- Cooler Master MasterBox TD500 V2

I'm having micro stuttering issues while playing games and browsing the browser.

I completely overhauled my computer. I upgraded every part of it but the problem still persists.

Is this stuttering normal, does it happen to everyone or am I just unlucky?
