Stuttering problems in games

I'm having problems playing games ever since I got a 1050 Ti. Games stutter a lot. Note that the fps is high and the game suddenly lags for a second every 3-5 seconds. So some years back my Geforce 8400 GS burned out. And just a month earlier I bought a 1050 Ti. I had been out of gaming for a while and now I'm rebuilding my PC. I thought the problem was with the psu and bought an Antec VP550 P. But after trying it out minutes ago the problem is still the same. I wonder what it is. Please help. Specs(censored af):

Antec VP550P 550w Power Supply

Inno3D GTX 1050 Ti

Pentium Dual Core 2.5 ghz processor

Gigabyte G31-m S2L motherboard

4 GB ddr2 ram
 

I'm trying to run games within it's range. Here:
CODBO - massive stuttering, stutters every second, low settings

NBA 2k13 - less but still stutters every 5 seconds, med settings

DiRT 2 - even less stuttering, med settings

So after this, I tried playing something really old and experienced no stuttering while playing IGI 2.

Also, my computer receives power from a power strip connected to another power strip which is connected to a wall outlet. Does this effect this because I think it does.

Wall Outlet--->Power Strip---->Power Strip----->PC(no ups, should I get one?)


 
My PC is running off a power strip going through a passthrough powerline adaptor, so that probably isn't the cause. Did your old geforce 8400 stutter at all? And did you play the same games you are having problems with now?
 
My 8400 gs didn't stutter at games it COULD run. It couldn't run dirt 2, black ops lagged heavily but I remember playing 2k13 at lowest settings without any problems. Could it be the processor? And yeah, this was unexpected but currently Spintires runs flawlessly.
