stuttering use in games

so whenever i play total war rome II i get stutter where the sound also stutters, so today i had msi after open while gaming and i noticed that core 1 was using 98% and the 3 other cores around 50%
i got 8 gigs of ram but i was using between 3400-4200
gtx 760 was using 1400 out of 2000mb vram

is that normal?=
