Stuttering Video Quality

I've got a recently upgraded custom pc running Windows 10...

1 x Intel Core i5-4440 Haswell Quad-Core 3.1 GHz

1 x Rosewill Computer Case - ATX Mid Tower

1 x Rosewill ARC Series 750W 80 PLUS Bronze Certified

1 x PowerColor RED DRAGON Radeon RX 580 DirectX 12

1 x G.SKILL Ripjaws X Series 8GB (2 x 4GB)

1 x GIGABYTE GA-Z97-HD3 (rev. 2.0)

1 x SAMSUNG DVD Burner SATA

1 x Seagate Desktop HDD ST1000DM003 1TB 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive Bare Drive

And the video is constantly stuttering. Whether it's gaming or Youtube. I've tried multiple video cards (clean installing most recent drivers each time), running HDMI through GPU and CPU, I've now resorted to completely resetting my rig. Still have stuttering.

So, unless Windows 10 is the issue (and I have disabled Superfetch) that narrows it down to hardware, but what would be causing video stuttering across the board? Any ideas and help would be very appreciated.
 
Unfortunately the tv I use as a monitor does not have a Display Port. I tried swapping out HDMI cables with one I knew was working, but had the same problem. Any other possibilities?
