Stuttering when fps goes below 60

Hi everybody,
sorry for my english (i'm italian)

I got a pretty good pc (specs below)
But I got a problem in most every game: every time the framerate goes to 58/59 fps from 60 fps I get stuttering or micro stuttering.

i54460 3.2 ghz
nvdia gtx960 2gb
ram 8gb
corsair cx 600w
500gb hdd and 500gb ssd


Checked my temps, always 58 degrees, no virus, no drivers' problems
Please I need help, an example of one of the games where I get that problem is skyrim

True to lower the shadows and multisampling
Play a little with the settings and make experiments. Enable g-sync, free-sync or vsync.

Disable "V-sync" in your games menu to remove the stuttering. As a result, you will get screen tearing. To fix that, you'll need a Gsync/freesync enabled Monitor and GPU.

Note that vsync, free sync, g-sync and adaptive sync are all different so don't get confused by them.
