Question Stuttering when new textures load (not sure) fx 8350 rx 580

I just bought a rx 580 nitro+ 4gb and I notice so much stuttering while playing. That happens with my old gtx 950 too and is in almost all games, games like hearthstone (enemy draw card 4 first time or new card appears) or league (ex: when the 30 secs to minion spawn sing appears it freezes like 2 secs) or batman arkham asylum (I was testing and in the start of the game when some reflectors turns on same little freezes happens).

My specs are: FX 8350, mother gigabyte 970a ud3p, rx 580 (gtx 950 old card), 2x4gb ram hyperx fury 1866, psu gigabyte b700h (new).

In fortnite the problem is even more, when i turn the camera or something i notice fps drops every 10 secs aprox, in all configs, all low too and I tested on an ssd, fresh windows installation and nothing. I triend many bios config, updated the bios too, cleaned the cpu and many others things and nothing fixed it.

1920x1080, cpu temps around 70 stressed, 20-25 idle. Yes I updated the drivers but with my old gtx 950 the problem exists too. I just switched the psu too from an evga 500 80+. The thing is idk why in games like hearthstone or league I got freezes, are minimal freezes, in league for example the freezes is only at the start or in some strange case, in hearthstone is more frecuent, like in every new card o animation its freezes for 1-2 secs (freezes or fps drops too hard)

I just changed the termal paste and not using the stock cooler so, any way to improve the temps? Or is just a problem with the processor? I got a fx 6300 in an old computer, should I test the same config with the 6300?

I cleaned without alcohol is so neccesary? I dont have it. And the case airflow im not sure, i just got the fan that comes with the case (case: corsair 100r) btw do u think I can test if is a cpu problem testing with the fx 6300?

Ok I tested with the fx 6300 and goes worse but when I switch back to the 8350 I just see in the bios the status and see the ram was cl 9 (im not sure cause i see my rams connected to the 2 and 4 slots, so i just switched the ram slots to 1, 3 and then when see again was cl 10, not tottaly sure about that) but I think the problem now is solved, at least in fortnite I'm not getting the hard freezes that's 4 sure. Do you think that can be the problem? About the temperatures the fx 6300 didn't pass the 63 I think and idk why my fx 8350 goes up to 70, now btw tested some fort and the max was 62 but was a short time, the cpu fan is running at 2250 rpm (the 6300 cpu stock fan ran at 3500 aprox) full load aprox and the case fan at 960 rpm is normal? btw I tested the fx 8350 with the 6300 stock cooler and the temps goes up too. Sorry for all the questions but I'm trying to solve the temp problem if u say 70 is too much
