Stuttering while playing games but high fps

These are my specs:

GTX 970
Asrock AB350 pro running latest bios
8 gb Ballistix DDR4 ram
Ryzen 5 1600 6 core
Forgot what my power supply is but it’s 800 watts more than enough power for my system
Windows 10 Pro
Spectere 4k 36x30 inch monitor

The problem:
One day while playing some game I noticed that about every 5 seconds or so my game would completely freeze for about maybe 1/4 or half a second. For instance if someone were to shoot you in the back while you were playing cod and you went to swing around to shoot them, mid turn my screen could freeze and the weird thing is that it has nothing to do with fps. I will be playing terraria and will encounter the same issue and my system has more than enough power to run terraria without ANY hiccups. It is like my computer is hiccuping and i’ve tried about everything I can do. Another weird thing I have encountered about this problem is that whenver I reinstalled windows to try to fix it, it did fix it. Then about an hour into playing black ops 4 it started happening again. Well then you would think obviously my gpu or cpu is overheating but I monitor my temps and they never come anywhere CLOSE to overheating. I’ve had this issue for about 4 days. I’ve reinstalled windows, updates to latest bios, defragged my system, ran one of the driver updated programs but to no avail. I tried to tell you guys as much as possible about this because it’s a weird one. I’ve always had computer problems but this one beats me and the main reason is because sometimes it will do it and sometimes it won’t and it’s not a temperature issue, any help would be immensely appricated.
 


It can’t be vram because the stuttering occurs across all games, even 2d platformers. I have tried playing at multiple resolutions but nothing.
