Stuttering without high cpu or memory usage.

Hello, I'm currently having an issue I receive dropped fps for about 20-30s at a time and there's nothing that indicates it.
I've cleaned my computer, defraged, uninstalled unimportant programs and even switched out hard drives.
If anyone could help me, that'd be great.

Tried that and it didn't work, thank you for helping though.
It's now freezing while watching videos for 6 seconds along with still dropping frames occasionally.

I'm using an HP elitebook 8730w
Intel core 2 duo cpu T9550 @ 2.65 (2 cpus), ~2.7GHz
4 gb of ram and nvidia quadro FX 2700m.
Windows 7

I used this program from tweaking.com and ran all of the options and it worked like brand new like hasn't done that in a year. but only for several hours then it returns to being a little slow (still 100x better) but i'll try it in game and see..

I've used process explorer and found an svchost using 2gbs+ of memory but i can't which service is causing the issue.
It won't let me expand it, I hover above it and see all of the services but not what they're doing.
I tried disabling one by one but most of them I couldn't close.

Edit went down to 4 fps the entire time for like 30 mins until i could restart my computer.
