Question Stuttering

Hi, not that long ago I got myself a new PC, everything was fine until one day it started stuttering no matter if the game was demanding or not (Legends of Runeterra, Borderlands 3, Genshin Impact, League of Legends). I've tried resetting windows, bios, capping fps, using v-sync, and turning off the windows game bar; but nothing really made a difference... I'd be tremendously thankful if somebody could help me, I worked for this PC for so long and now Im kinda losing my mind.

Here are my specs:
RAM: Kingston Fury 32 GB (2x16GB) 3600Mhz CL 16 Renegade RGB
GPU: Gigabyte GeForce RTX 3070 GAMING OC LHR 8GB GDDR6
cooling: be quiet! Silent Loop 2 360mm 3x120mm
power supply: be quiet! Pure Power 11 FM 750W 80 Plus Gold
motherboard: ASUS TUF GAMING Z690-PLUS DDR4
CPU: Intel Core i7-12700k
hard drive: Samsung 1TB M.2 PCIe Gen4 NVMe 980 PRO

Stuttering is caused by a temporary lack of a critical resource.
Typically cpu.

What might have changed since all was well?

One possibility is cpu cooling.
Run Hwmonitor while playing your games.
Look at the individual cpu temperatures.
If you see 100c. in red, it means that you have throttled.
That is not all bad. Modern processors and motherboards are designed to run full out and back off if the temperature reaches 100c.
But, if the throttling persists then the cpu can't respond to a game request.
AIO coolers do not last forever, in time air intrudes or the mechanical pump has issues.
But, I would not expect any such failure so soon.
If your idle cpu temperature is perhaps 10-15c. over ambient, the cooler is likely ok.

Have you made sure that you have installed the latest chipset drivers for your motherboard from the vendor website. Windows will sometimes install default drivers which can cause stability issues.

My temps never went above 70 degrees celsius.

Do not flash on speculation unless you see a likely fix.
There may be some issues caused by apps.
Try disabling the Asus app and nvidia experience.

Yes, go to the asus and Intel web sites and install the latest chipset drivers.
There is always the possibility that windows has pushed out a less than optimum update.

Run malwarebytes to see if you have contracted any malware.

And, FWIW, many consider userbenchmark to be junk science.

CPU temperatures are fine (max 45 in borderlands 3), luckily I don't have any malware. I can't find any driver neither for the motherboard nor chipset, could you help me find them? And thank you very much for helping me <3
