Question Stutters in empty areas, or atleast less intensive areas.

Okay, i think i found the issue to the randomly spiking clock issue i posted maybe a week ago. I've noticed recently that i'm getting stutter/spikes in less intensive areas for example, looking at the water in gta 5, then im getting huge stutters, going into a house, getting a lot of stutters, getting outside the house, no stutters. Also in World Of Warcraft i'm getting super low fps compared to before. In super low intensive areas in wow im getting max 70 fps. That is basically lower than what i get in the outside world. Please help me.
This is really frustrating.
Specs:
Gtx 1650 super
i3 9100f
hyper m, power supply.
mouse: razer deathadder v2
screen xl2411p benq monitor.
z390 a pro motherboard.
Arctis 9 headset.

PSU: Make (Hyper) , Model, wattage, age, condition?

GPU/graphics okay in less intensive areas. Then when there are more objects, movements etc. the system needs more power and may peak accordingly.

If the PSU is unable to satisfy that peak power demand (either in speed or wattage) then gaming performance will falter.

My thought is that the PSU is starting to falter.

Look in Reliability History for error codes and warnings.

You can use Resource Monitor, Task Manager, and Process Explorer to determine what is consuming CPU and GPU resources.

Use all three to observe but use only one at a time.
