Stutters in games

In my gaming rig I have, FX 8350 Black Edition, ASRock 970M Pro3, GIGABYTE AORUS Radeon RX 580 8GB, 16 Gb Ripjaws DDR3, 1K Watt bronze certified power supply, a 1TB hard drive, and a 125 GB SSD, Now my issue is that when I play games like Overwatch or Grand Theft Auto my game runs fine, until about 5 minutes of gaming has passed, then I still get a constant from rate of 100+ but I have jitters every 10-20 seconds, It's very frustrating, I tried defragging, made sure I had all the right drivers, I've turned V-Sync off, I don't have much running, no viruses. I'm out of ideas. I'm not overheating either. Any help is appreciated!
 


My CPU goes up to about 60-70%, which I don't like, but I don't think it should be causing the stuttering
 
You need to monitor cpu speed (GHz) and not usage. Your motherboard has a basic 4+1 VRM design and many boards with this design have problems with 125w CPU's under prolonged usage (gaming). I don't really know that board so not sure if its a common problem like it is with others using that design. If you see drops in clock speed while under gaming load its highly likely in my opinion this is the cause.
