Stutters in Tom Clancy's Wildlands?

Hi! I was just playing Tom Clancy's Wildlands, but stopped playing right away, when I noticed those horrible stutters when driving, sometimes when walking. Everything in ultra, except for shadows, is in Very-High, long range shadows off, and turf effects off. I tried running the game everything in just High to test, if that was the problem and no..... No improvement at all. Running the game at stable 60fps and 1080p. Is somthing wrong with my system? I know the game is very bad optimized and some people get the same problem, but others don't.. Also, I tried running the game with Vsync off in-game and Vsync on from Nvidia Control panel. So... Something is wrong here. Graphic card is always in just 75-80% average. :/ Please help..

i dare to bet part of the problem are mostly coming from the game itself. that 6700K running at stock setting?
