Question stutters/micro stutters on a new pc

Hello guys so recently i built my 1st ever pc and it went quite well except for 1 thing and that is.. my games stutter often and i dont know what the problem might be here my specs

Processor - AMD Ryzen 5 5600X 4.85 OC/Undervolted 23 all cores
Cooler - ARCTIC Liquid Freezer II 280
Motherboard - MSI MAG X570S TOMAHAWK MAX WIFI
Graphics Card - Nvidia RTX 3070 Gigabyte Aorus Master
Case - be quiet! Pure Base 500 FX
Drives - Samsung 970 NVMe M.2 500GB, Samsung 980 NVMe M.2 1TB
RAM - Corsair Vengeance LPX 32 GB (4 x 8 GB) DDR4-3600 CL16
PSU: Corsair RM 750W 2019
OS: Windows 11 (had same problems on 10 nothing changed)
in addition my cpu temps never go above 60 and my gpu tems also never go above 58/60
i have updated every driver i possibly can i have fresh installed windows i disabled game bar i put everything to the maximum performance i did everything i possibly could and everything people told me
i am starting to lose my mind slowly

so what i have noticed is that some games stutter and some dont for example:
valorant only stuttered when i booted up the game for the 1st time then it stopped (240hz fps capped)
Call of duty modern warfare 2 didnt stutter at all i had 0 problems with it and still have no problems (around 220 fps avg)
god of war had very very often micro stutters but mostly when swimming around (100-70 fps avg)
rdr2 also micro stutters (60-90 fps depending on where i am)
spider man miles morales/normal one (micro stutters overall low fps when turning around 60-150 fps)
elden ring no problems
cyberpunk 2077 also no problems

i have no idea what happened but the user benchmark dosent detect my gpu or my m2 drives while i tested the drives and they seem to be working as intended same goes for the gpu
