Question Stutters on my pc

Hi!
I got a new computer that I build and have only had for a few days, today I noticed some stuttering when I'm at my desktop and in games.
I had a look by going into task manager and sometimes my GPU goes up by 15-50% use, I had a deeper look and it says that my "desktop window manager", "driverprosses for clientserver" is using up to 15-20% each and I have no clue why I'm pretty new to PC's and stuff so all help would mean a lot

Can you parse the specs to your build? Might want to also see if using DDU, then the latest drivers for the GPU from manufacturer's site, installing it in an elevated command, helps alleviate the issue.

my specs are I7 10700k, RTX 3070 Strix, 32gb ram corsair vengaence pro 3600mhz, 750W psu, gigabyte z490 visison g
