Hello!

specs :

intel i3 8100 /rx580 /16 gb of ram /2 ssds

so when playing games like gta 5 for example usage is very high
and i experience stutters wich then result in the cpu usage going up to 100
im almost certain this is because of the i3

i am confused tho cause some say its a very good cpu for gaming and others say the i3 family in general is horrible for gaming

i have looked online and a i5 9400f just fits in my budget
Would this solve my stuttering ?

It would likely be accurate to say the 8100 is the cause of the stutters. However, even though the 9400F is an improvement, it is only by slightly. I personally would recommend going with a used 9600K from a half way reputable source such as Ebay where you have Paypal to back you up shall anything go wrong. Check the sellers history, ensure they accept refunds, read the fine print and pay with Paypal.

I'm seeing used 9600K's sell for $150 all day. Basically the price of a new 9400F. The last thing you need to double check is whether your motherboard is capable of delivering the wattage needed for the 9600K. If all boxes check, then you'll see a most definite performance uplift.

Also, here's a good site to get a rough idea of performance. It's not perfect, but it's something

https://cpu.userbenchmark.com/Compare/Intel-Core-i3-8100-vs-Intel-Core-i5-9600K/3942vs4031

So after digging around i found out that my motherboard doesnt support cpu overclocking is buying a overclockeble cpu like the 9700k even worth it ?
You'll get that same performance uplift I mentioned, however that is a particularly low end motherboard. If it were on a motherboard that supported OC, you could expect roughly a 33% +/- uplift in performance instead of the baseline 22% uplift by installing the 9600K running at advertised speed.

I sort of defaulted to the "K" sku by default out of habit, so I attempted to find 9600 non-K skus, and I couldn't easily find any as they'll get buried below K skus. If you did find a 9600 (non-K) for less than the cost of a K version however, that would be the most sensible option to save a buck.

It does sound like a CPU bottleneck but I'm surprised you are experiencing problems with GTA V, what frame rate are you attempting to run it at? The 8100 should be more than capable of running that successfully. As for the 9400F, yes that's a notable improvement in many games, 4 cores/4 threads do struggle in a number of titles now. However the 9400F is also pushed to its limit in some titles now as well, I wouldn't expect it to have a very long lifespan but it is highly dependant on what games you want to play in the future.
