Additional Comments: I would like a quiet PC, and with a smaller case. Current case dimensions(inches): 17 (H) x 8 (W) x 19 (L). I use Steam, Discord, Uplay, Firefox, OBS Studio, Tom Clancy's Rainbow Six: Siege, Resident Evil 2.

And Most Importantly, Why Are You Upgrading: I'm having trouble running(and streaming) Resident Evil 2 remake. I'm having trouble streaming Tom Clancy's Rainbow Six: Siege.

PS: Just would like to note that the current budget PC has been great. It's very quiet with stock cooling parts, and in general I had no problems with it. I'm actually still reluctant to upgrade after 7 years of use. Alas, it looks like it's starting to struggle with some of today's video games.

I've looked through a few threads and it looks like people recommend Ryzen CPU with 1060 6GB GPU.

An R5-2600X and a B450 combo is indeed quite popular, and a GTX1060 (6 GB) is indeed a very capable 1080P gaming card....even 2 years after it's release. The R5's 6 cores/12 threads should prove quite adept at your gaming/streaming goals...

Do you think the budget version would be sufficient to stream at 1080p60? Does it look like there're any imbalance between hardware components?
I'm not sure which RAM brand to pick, but I saw somewhere on this forum that DDR4-3200 is very good for RX GPU's. Do you recommend any no-name brands for RAM of this type?
I'm trying to stick to minimalist look, so I'm foregoing RGB fans, motherboards with gun-shaped heatsink, and cases with glass panels. I really like how Cooler Master - MasterBox E300L MicroATX Mini Tower Case looks. I also like Gigabyte's WINDFORCE on my 7850HD - it's very quiet and cool. It looks like RTX 2070 has WINDFORCE also, but it'a much more expensive GPU.

The 2070 will run rings around the 580 comparatively, and, allow upgrades to a 1440P monitor as well...

The R5-2600X is plenty of CPU, so I'd get than and an RTX2070 if at all possible.... (2070 will have a larger impact than an extra 100 MHz and having two more cores than needed with the 2700X, although it is a fine processor as well)

A quality set of DDR4-3200 MHz is fine, and, likely quite few Ryzen owners are above that with stability anyway...
