Question Subnetting

We are going to use a private address (10.1.x.x/255.255.0.0). We are going to use subnetting to create 52 subnetworks. What is the appropiate network mask?

Answer: 255.255.252.0

Why? Why 255.255.252.0 and not something else?

Because like many questions on test I think idiots write them. They nowhere say anything about the size of the subnets. Maybe I want 52 subnets with only 4 ip or 100 or whatever which means there is no correct answer. The answer that is give assume maximum subnet size but why is that assumption better than one that assume minimum.
