Sudden 10-20 fps drop in Tekken 7, need help

All of a sudden today after turning on my PC and opening Tekken 7 my game has had a drastic drop from stable 60fps all the way down to a stable 45-50 fps out of nowhere.

I've opened up my PC and cleaned all the components of dust, i've tried doing a complete DDU clean install of my NVIDIA drivers and i've even tried verifying game files in steam and completely reinstalling the game, nothing has worked.

I am honestly out of options I have no idea what has gone wrong.

GTX 650 Ti
I5 6600
6GB RAM
H170-M e d3

Hi, temps are at 60-65C for GPU and 40-45C for CPU cores.
 
Is it that game only?

Did you use Task Manager to ensure CPU usage was low when starting (i.e. no antivirus)? Probably 10% less is sufficient to ensure no obvious software hogging issues.

Any chance the game graphics settings got changed?

I opened the game and checked, CPU usage hovers from 35-37% in the main menu and is at around 45% when playing.
Chrome was open in the background while I did this test, CPU usage is around 6%-15% when the game is closed and i'm using Chrome.
Graphics settings are exactly the same.
