Sudden and unexplained fluctuation in GPU

My 1080 OC just started randomly doing fluctuating between low and max load.
This doesn't seem to affect games as I see no drops and it seems to level while doing so, what could cause this and how could I fix it?

1080 OC
Maximus X Hero
I7-8700K
8 Gb ram

If you dont see any drops, then theres nothing to fix.

As things change in the game its not unusual for the load to fluctuate some.

I'm sorry if it wasn't clear, but this is under no load or at least not anything demanding as the picture shows it after boot up. GPU usage is 2~5%.
