Sudden cpu spike for few seconds repeating few times in a min

Hello. i got sudden cpu spikes every min now and i dont know what to do. Its hard to play any game like that. When cpu spike happens, command window opens up for a millisecond and then for 2-3 sec my cpu usage spikes up for 40-50%. I managed to record it but i dont know what it means or what to do so i would appreciate some help. As you will see on photo something called NJUZ and XJR0 pops up and i have no idea what that is. I think there's a chance that's a virus.
I would be scannning for viruses.
I think it's definitely a software issue.
I would look for strange apps....strange folders.....strange apps in the startup folder...and check for virusus.

If worse comes to worse you can do a clean install of Windows,

It was virus yes. Looked at my antivirus and it wasnt working so i got new one and i deleted some viruses and it works fine now. Thanks
