Sudden CPU temperature spikes and drops

I am monitoring the temperatures for the last few days. Processor i7 2600k (not overclocked, hyperthreading active), mobo Dh67bl. While using chrome, the core temp stays around 40-50degree C. My room temperature is around 30 degree. Now while playing Assassins creed syndicate I occasionally minimized the game to see the temperatures. Normally it stayed around 65-70C but had sudden spike to 85 and cam3 back down to 65 immediately on open hardware monitor. I closed open hardware monitor and ran Real Temp, the temperature had sudden spikes, Max value showed 97C but the current temperature stayed around 66C. So my question is how is it suddenly spiking and cooling down so fast? is it a measurement issue? If the temperature went that high why don't I see any throttles or Alerts? the bios is set to alert at 88 degrees but I see nothing. No instabilities crashes lags throttles or warnings. Feels like i would never know if i never monitored the temperatures.
 
I cleaned the cooler. But my question is if I am having so high temps then why does it drop suddenly and spike suddenly for few seconds. also why don't I see any alerts or throttles or shutdowns from intel?
