Question Sudden decrease in performance amongst all games.

I was playing normally when I logged on my FPS was what is should be. Then I switched games and noticed my FPS all of sudden got extremely low. On R6 I was getting 240Fps and then out of no where I got 70. And the same on overwatch. I have no idea what happened.
CPU : I5-8600k 5GHz
GPU: 1080ti
MEM: 16gb 3000mhz

Yes the games where shut down. Even after reboots, performance was minimum.

sometimes with an overheat there is a decrease in performance ?

like on my intel build i get an overheat 30 mins into call of duty .. and then everything starts to lag (fpd drop)

but on my tr4 build i do not have that tissue ..

I thought the same exact thing but after monitoring my temps they were completely fine. I’m lost lol

and this is my tr4 build , everyone says tr is for servers and not gaming , but it performs better and stays cooler , for a longer time period , eventhough it's the same rx570 crossfire setup (cheap graphics ) on both machines :

Guys, PLEASE HELP ME!!! I have the same problem, I tried so many different solutions to no avail.
The only thing I've found strange after DLing many softwares to test my laptop was this:
CPUID HWMonitor
Voltage 0 +0.00 Volts (IA Offset)
Voltage 1 +0.00 Volts (GT Offset)
Voltage 2 +0.00 Volts (LLC/Ring Offset)
Voltage 3 +0.00 Volts (System Agent Offset)
Voltage 4 0.73 Volts (VID #0)
Voltage 5 0.74 Volts (VID #1)
Voltage 6 0.73 Volts (VID #2)
Voltage 7 0.73 Volts (VID #3)

Those 0 Volts seem strange to me, but I don't know what it means.
Also, this is gonna be hard to explain, but my laptop seems to have static electricity around it. I know it sounds strange... it doesn't shock me or anything, but it "reacts" to the touch all over the surface of the laptop.
