Sudden Drop To 30 FPS When My System Usually Does 100+

After moving PC to my dads for the holidays, I have got a solid 30 fps constant in Overwatch (my most played recent game). I am using a relatively old tv screen but I didn't think that would result in the massive frame drop. The cpu temp is constantly 28 degrees Celsius. Also it is relatively clean as I got a new case a couple of months ago, although the gpu, cpu are second hand.

i7 4790
Asus 750 Ti
8GB ddr3
EVGA 600W
DEEPCOOL GAMMAXX 300 CPU Cooler

It stays at 30fps constantly? Never goes above? Is vsync on? If that tv is really old it may only have a 30hz refresh rate, so if you have vsync on the framerate will be capped at 30fps.

I will attempt that now but no the fps goes from 24 to 36 and never goes out of that range.

Update:
I have turned vsync on and it has made no difference, the overwatch home screen is very pixelated and so I think it may be a resolution problem. The lowest resolution was only something like 1080x800 (idk) but it made no difference.
