sudden fps drop. help please.

hello. recently I downloaded fallout 4. i started playing it and got horrible frames. i then played csgo (which i normally play) and i started getting 20fps when i usually get 120fps. i then played gmod, and the same thing happened. my pc just started acting real slow for some reason. i cant play any games without getting bad frames. i uninstalled fallout and nothing changed. I have a toshiba laptop, so i cant go inside it and clean anything. please help. im thinking of wiping it, but im not sure if it will change anything, and i want to make sure i can fix this issue so i dont have to wipe my pc. please help, it would be VERY appreciated. this has happened for 3 days.
help please.

Has it always been that way, or did it all start after running Fallout 4? I had this problem running Jade Empire after running Fallout 4, but restarting my PC fixed that.

Also, what version of Windows are you running, and have you run a disk cleaner and defrag? Both "might" help. Also, if you're running Win8+, try disabling Windows Defender if it's running, and the Superfetch service. Both can hog system resources, and cause apps to run slower.
