Question Sudden fps drop in cs:go

I was playing csgo and i was at 160- 180 fps on low everything i went to update my driver and after i updated it my fps has now dropped to 70-110. But during my my updating i also watched a YouTube video on how to turn my monitor from 120hz to 144hz i did some editing in my nvida control panel and edition a few things in their so that i could have access to the custom resolution. i then relaunched counter strike and my fps dropped to 70-100. ive tried to undo everything i did u went into apps and uninstalled the driver update the 441 update and re downloaded the driver 436. something that didnt work i then factory rest my pc and re downloaded nvida re downloaded the driver and it didnt work i was stuck at 70-110 fps on cs low settings. Also before i did anything my gpu was originally was running at 75% and my cpu 60% now when i run cs my gpu runs at 20% and cpu runs at 60-70%

CPU: i5-4590 @3.30ghz
GPU: GTX 1060 6gb
Memory: 16gb DDR3
MB: ASRock Z97 Anniversary
HDD: WD 1TB
