Question Sudden fps drop in game(Far Cry 4) as CPU usage changes 4 core to 1 core??

i5-8250u 1.6ghz~3.40Ghz 2GB 940mx, 8gb memory, 1TB hard drive, win 10
I am monitoring the game performance using MSI Afterburner, and I notice that the my Far Cry 4 fps drops from 30-32 to 19-21 and the CPU usage reaches 3.40GHz and usage % at < 11%. Temps are fine. Usually my CPU doesn't reach max turbo clock on 4 cores therefore this clearly indicates the under-utilization of remaining cores. I may be wrong, so If any one has had similar issues, or knows what this may be causing , please kindly assist me. Thanks in Advance.

Is your laptop in performance mode? This CPU will run at maximum 3.4GHz across all 4 cores.
Not reaching max turbo clock does NOT indicate under-utilization. Most CPUs in fact cannot reach maximum utilization because the computer often have to lower down watt for temperature control, or simply other devices are more power hungry (e.g. your 940MX)

Take a look at your GPU side.

Here's what I did: Turned the performance mode to Best Performance, minimum processor state(both during plugged and battery) from 5% to 100%. No fps drop on my last session of Far Cry 4. Wondering if this fixed the problem..

Take a look at your GPU side.
I can see only 31-33% CPU Usage at 2.60Ghz to 2.90Ghz at 83 degrees temp while running far cry 4. Not sure what this means. The CPU is not being utilized is what I can infer. Would like to know what you think of this please. Regards Souvik
