Sudden Fps Drops. Cpu Usage 100%

Hello there,
So i've bought a used computer over the internet for about 126$(not the point) And I downloaded some games to test it out, I already saw some benchmarks on the graphics card and it was pretty good. So I started playing LoL(league of legends) and it was nice, I was getting about 60,70 fps on maximum settings and about 110+ on low. A few seconds after the fps dropped to 5. It was unplayable. And fps kept switching from 5 to 110+. Mostly it was at 5fps. I thought, could it be the game? So i downloaded WoW, Terraria, and the same thing happened.

My Computer Specs.
OS: Windows 7 ultimate 32 bits.
Mobo: M2N-MX SE Plus
Processor: Athlon 64 x2 dual core +5200 (2 CPUs) 2.7ghz
Graphics Card: Nvidia GeForce GT 440
Ram: 2gb DDR2 400mhz
Power Supply: 450w

I was seeing my CPU's usage with HWMontor and these were the results.

I can see that my CPU usage goes high when the fps start to drop, and the usage of CPU is not evenly divided between both cores, one of them works harder.

I dont know much about temperature but i think it 70ºC is way too hot, I opened up the case the checked for dust for there was barely anything, and it has been removed.

I hope you guys can help me out since im struggling and have been trying to find the problem for days now and can't find a solution. Thanks in advance :) 😍

EDIT: I also noticed that sometimes when I click terraria it says theres no Graphics Card. Can it be that its switching from my dedicated to integrated graphics? Thus causing a stress on the CPU? and making fps drop?

It seems like CPU is thermal throttling. If you cleared out dust already the next step is refresh the thermal paste. They tend to dry out and your computer is rather old, so it would fit the story.

If you'd recently done it already then you'd need better cooler and fan.

Also you should use high graphics settings. If you use low settings, games will run with CPU limited. If you use too high settings, the game will run too poorly. You need to find right balance with settings, the hardware is pretty balanced for older games you'd expect to play. But those temps and FPS drops imply CPU throttling which should not happen so easily.
