[SOLVED] Sudden FPS issues on everything - Need Help

Hey! First time posting because normally I don't need help with PC issues. However, I am completely stumped on this issue.

My PC suddenly is having FPS issues and potentially CPU?? issues out of nowhere. I've been using this PC the same exact way for around the last 2 years with no changes at all. I regularly maintenance and clean it every few months. It has new thermal paste from the last cleaning. It has a completely fresh installation on windows 10 pro since a few days ago and a clean wipe of all my HDD's and SSD. It has not been overclocked in any way until now. My CPU is currently overclocked at 4.6GHz since I was advised to test it for any difference. It's base clock is 4.2GHz and can go up to 4.6 safely. Not currently experience any temperature issues and HWINFO states that there is no Thermal protection issues. I was able to get the XMP to pick up by swapping my RAM from A1-B1 to A2-B2. [Posting updated benchmark and HWiNFO with it]
I'm still experiencing hard FPS drop in everything though sadly.

UPDATE

• I was able to get the XMP to pick up by swapping my RAM from A1-B1 to A2-B2. RAM now running at 3000MHz
• Flashed my BIOS and updated it from 1.40 to 2.50
• CPU throttle was fixed after updating BIOS. Now running smoothly at 4.60GHz
• Moved the M.2 drive [OS SSD] from Slot 2 to Slot 1 on motherboard
• Cleared the CMOS on the motherboard
• Reformatted OS Drive [SSD] and both HDD's
• Under Window's Recovery I ran the "Reset This PC" and reinstalled Win 10 from USB

All games, programs, OS, File Explorer, browsers, etc... now running at full speed and maximum efficiency. No more dropped frames happening at any time. I'm actually getting higher FPS in every single game. CPU and GPU are no longer hitting high load. I'm about as happy as I can be right now.
