Sudden frame drops after updating PC to Windows 10. GTX 960

Okay so I upgraded my PC to Windows 10 pro from 8.1 pro, and ever since I upgraded I have been getting random frame drops that go from 120+ frames to under 10 frames for a few seconds.

Here is an image of the task manager displaying the performance of my computer. The frame drops are noticeable on the GPU graph.

I have tried:
Installing new drivers for the GPU/CPU (Using Driver Booster 6),
Un-parking all cores on the CPU,
Cleaning my PC,
Disabling Windows DVR,
Using the lowest possible setting on games.

PC Specs;
GPU: GeForce GTX 960
CPU: AMD FX(tm)-8150 Eight-Core Processor
Memory: 16 GB RAM
Current resolution: 1920 x 1080, 60Hz
Operating system: Microsoft Windows 10 Pro

I upgraded to Windows 10 for the xbox app so I could talk with friends but if I need to downgrade to Windows 8.1 I will.
Any help is appreciated!
